“In addition to the conclusion- drawn by Woolf J. in Van Boeckel, earlier the Tribunal decisions identified three further propositions of relevance in determining whether an assessment is reasonable. These are, first, that the facts should be objectively gathered and intelligently interpreted; Secondly, that the calculations should be arithmetically sound; and finally, that any sampling technique should be representative and free from bias.”
